Andrew Benoy

Andrew has worked with government, not-for-profit and private sector organisations in Australia, China and Cambodia. He has experience across sectors including education, health, human services, defence, and international aid and development.

Project experience

Evaluation and assessment

• Led an evaluation of Open Minds, a program that provides awareness raising and peer support activities around mental health issues in the Victorian Public Service
• Contributed to the evaluation of, and wrote a scale-up plan for, an intensive intervention program for at-risk youth in Shepparton for Save the Children
• Assessed the internal policy capabilities of a major Victorian agency and provided recommendations about how they could be improved.

Strategy development and facilitation

• Worked in partnership with over 20 service providers to develop a ten-year strategic plan for the provision of health services in Melbourne's Western metropolitan region
• Developed a business development strategy and mapped several new business models for a not-for-profit that provides peer support for people with acquired neurological conditions
• Worked with senior managers at a state government owned operator of electricity infrastructure to develop a scenario planning document
• Worked with state representatives of the catholic education sector to develop a position paper on Commonwealth school funding.

Community sector

• Worked with 14 large NFPs to benchmark the performance of six back of house functions over a three‑year period
• Authored a good-practice guide on collaboration among local community organisations for the Victorian Department of Planning and Community Development.

Organisational design and change

• Led the data analysis for a five year workforce design and gap analysis for a large division within the Department of Defence
• Worked with the change management taskforce at the Department of Climate Change to conduct a situational analysis of the department and map and prioritise business improvement initiatives.

Past employment

Andrew's prior experiences included creating and leading a high profile anti-corruption campaign in Cambodia, managing business development and IT projects for a government health agency, developing strategy and marketing plans for a biotech facility, and managing a wide variety of research and training projects at Monash University for state and federal government clients.

Interests

Andrew is a keen traveller. He has lived in Cambodia and China and backpacked throughout Asia, the Middle East and Europe. The highlight of his time in Asia was appearing on a local news bulletin in China singing My Heart Will Go On to a classroom of primary school students.
