Contact Eugene Henry
Eugene has extensive experience in the economic regulation of Australia’s natural monopoly infrastructure. He is experienced in implementing Australia’s competition law to ensure fair and efficient markets. He is an experience project manager dedicated to achieving quality outcomes. He has a comprehensive knowledge of Australia’s energy markets, and has also worked successfully with the transport sector and grocery industry.
Project experience
In previous roles, Eugene:
- managed a team to develop measures to monitor and report on energy affordability in Australia
- developed retail bill benchmarks in conjunction with the MCE's Consumer Information Implementation Committee.
- produced retail performance reporting guidelines and templates for energy retailer performance reporting under the National Energy Customer Framework
- undertook economic assessments of electricity network service providers’ revenue proposals to ensure efficient investment and pricing of network infrastructure
- provided policy advice to the Ministerial Council on Energy Retail and Network Policy Working Groups during a period of significant policy change with the shift to national regulation of the energy sector
- held a project management role in a team of 30 staff on the Victorian electricity distribution price review, including responsibility for project timeline, project meetings, and document consolidation and publication.
