Development and base lining of recruitment performance measures for government

Nous assisted the NSW Dept. of Premier and Cabinet prepare for the acquisition of a new e-recruitment system by identifying key performance indicators (KPIs) and developing a baseline for recruitment performance in NSW Government.

The tailored and measurable recruitment performance framework for NSW Government was developed by working closely with sample agencies and job types to understand the drivers of recruitment performance and the availability of data to measure performance. We developed KPI measures on cost, productivity and human capital with specific measures including elapsed time to recruit, average cost to recruit and retention and attraction measures. We recommended future KPI measures on satisfaction and system usage. Once the KPI measures were established, we recommended and designed a method to collect data from sample agencies and job types. The recommended sampling and collection method provided the department with a representative recruitment performance baseline across government at four levels; whole-of-government (NSW), agency, division and job type. Our deliverables included guidelines to replicate the performance measures prior to and after system implementation, a performance baseline for sample agencies and system requirements for the replication of these measures.

The project delivered new insights for government into recruitment performance with participating agencies also acknowledging the insights they received.
