Release of Queensland Marginal Abatement Cost Curve
Client
The Department of Environment and Resource Management (DERM) is a Queensland Government department with the role of managing Queensland’s response to climate change and protecting the environment.
Challenge
Queensland, among Australian states, is especially exposed to the consequences of our changing climate. In line with the Queensland DERM’s role of protecting the environment for a sustainable future, the Queensland Government’s ClimateSmart 2050 strategy was released in June 2007. It provides a platform for the government, community and industry to move to a low carbon future. A review of ClimateSmart 2050 was undertaken in 2008 to update and consolidate Queensland’s climate change strategy to reflect the latest scientific assessments as well as national and international developments in climate change and climate change policy. The Office of Climate Change (OCC) within DERM commissioned Nous to assess the greenhouse gas abatement opportunities in Queensland for inclusion in the ClimateSmart 2050 review.
Solution
The Nous Group worked with the engineering, sciences and project delivery firm SKM to develop an enhanced marginal abatement cost curve (MACC) for Queensland. The MACC is an evidence-based tool available to policy makers to assess the potential for greenhouse gas abatement in a region and/or sector of the economy according to the cost of abatement. The study looked across the Stationary Energy, Transport, Agriculture, Forestry and Land Use, Waste and Industrial Processes sectors to uncover market failures in which emissions abatement potential is available at a net economic gain.
Outcome
- The final report uncovered significant abatement opportunities across all sectors of the Queensland economy
