Australia’s security risks are more complicated and multi-faceted that at any time since the Second World War. The dynamics of power shifts in the Asia Pacific strategic environment continue to bring into question long‑held assumptions of defence planning. The persistence of global terrorism, non-state threats, failed states, regional conflicts and home grown political violence are harder to manage as the distinctions between security and crime and between social disadvantage and religious intolerance blur. The freedom of international movement of people and capital and the ubiquitous resources of the cyber world facilitate cooperation and actions that challenge our security.
The issues for the sector are challenging:
- For strategic planners uncertainty about the nature of combat, weapons technology and relativities of power out to the planning horizon demands greater imagination, innovation and flexibility than ever before.
- As national security policy becomes more complex government agencies need to find organisational responses, business models, technical capacity and institutional cultures that allow maximum collaboration and cooperation while retaining specific skills and proficiencies.
- Security is no longer just a matter for government and the traditionally secretive agencies. They must now engage with businesses, financial institutions and the community as they seek to understand and addresses new and emerging threats.
- The complexity in the national security environment is exacerbated by all the other factors affecting government policymaking - population growth, economic stability, resources constraints, climate change and an ageing population.
